Two affordable housing complexes open in Hayward

Pimentel Place and Mission Paradise deliver 133 homes to families and seniors

On Dec. 10, EAH Housing held a grand opening for Pimentel Place and Mission Paradise—two new developments that are adding 133 affordable apartment homes to Hayward.

Designed to meet the urgent housing needs, the developments serve residents earning between 20% and 80% of the area median income (AMI), and include homes with supportive services for formerly homeless families.

“Mission Paradise and Pimentel Place reflect our commitment to creating high-quality, affordable homes that strengthen communities and expand opportunity,” said Laura Hall, president and CEO of EAH Housing. “In a city like Hayward, where the need for housing far exceeds supply, developments like these are essential to ensuring that teachers, healthcare workers, families and older adults can continue to live, work and thrive here.”

Pimental Place

Located at 22648 2nd St. in Hayward, Pimentel Place introduces 57 new apartments. It offers one- to three-bedroom units with modern finishes, energy-efficient appliances, on-site laundry facilities, bicycle parking, indoor/outdoor gathering spaces and a children’s play area.

Resident services offices are located on-site, with a resident services coordinator offering wellness programs and referrals to local services in partnership with LifeSTEPS. Fifteen residences are reserved for people experiencing chronic homelessness, and 20 for households earning at or below 30% of AMI, including two for referrals from East Bay Innovations for residents with specialized needs.

Situated near the corner of 2nd and C Streets, Pimentel Place places residents close to schools, medical offices, grocery stores, banks, restaurants, entertainment and transit.

Funding for Pimentel Place was provided through the County of Alameda Measure A1 Affordable Housing Bond, County of Alameda HOME Investment Partnership funds, the City of Hayward Inclusionary Housing Trust Fund and Community Development Block Grant programs, and multiple California Department of Housing and Community Development programs, including the Infill Infrastructure Grant Program and the California Housing Accelerator Program.

Mission Paradise

Further south, Mission Paradise occupies nearly two acres at the intersection of Mission Boulevard and Webster/Hancock Streets, delivering 76 new apartment homes for adults aged 62 and older. Seventy-five homes are affordable to residents earning between 20% and 80% of AMI.

Twenty-five units offer project-based rental assistance through the Housing Authority of Alameda County, and 15 apartments are reserved for older adults exiting homelessness who are living with severe mental illness through the California Department of Housing and Community Development’s No Place Like Home program.

Mission Paradise residents have access to a community room, technology lounge, fitness center, a rooftop deck, landscaped open spaces, a community garden and on-site laundry facilities.

On-site management and supportive services offices anchor the community, and a resident services coordinator offers ongoing wellness and social programming, while LifeSTEPS provides case management services.

Funding for Mission Paradise was also made possible through the County of Alameda Measure A1 Affordable Housing Bond and similar funding, including California State budget funding facilitated by then-Assembly Member Quirk and then-Senator Wieckowski.

“These communities provide more than just housing—they provide stability, dignity and opportunity,” said Alameda County Supervisor Elisa Márquez. “Mission Paradise and Pimentel Place show what’s possible when public and nonprofit partners like EAH Housing work together. Collectively, we are creating a stronger, more inclusive community for our older adults, our families and our residents who have struggled to find a place to call home.”
