Fremont is preparing to update parts of its General Plan, the long-term policy document that guides how the city grows and develops.
The city council adopted the current General Plan 2030 on Dec. 12, 2011. Since then, the only major revision has been to the Housing Element, which state law requires cities to update every eight years. The most recent Housing Element was adopted Jan. 10, 2023.
New state legislation is now prompting additional changes. Senate Bill 1425 requires the city to update its Open Space Element by Jan. 1, 2026. That update will address equal access to open space, climate resilience and opportunities for rewilding. Assembly Bill 1889 requires the Conservation Element to be updated on or after Jan. 1, 2028. That update will examine wildlife connectivity, identify wildlife passage features and consider how development affects wildlife and habitats.
City officials say there will be opportunities for residents to provide input during the update process. Information will be posted on the city’s General Plan webpage, and residents can sign up for the General Plan Updates Interest List to receive email or text notifications.
