State Propositions

Voters will decide on ten propositions. Five have been placed by the State Legislature as our California Constitution mandates that bond issues and constitutional amendments must be approved by voters. These are numbered Proposition 2 through 6. The five propositions numbered 32 through 36 are known as “initiatives.”  Initiatives are the result of private citizens or groups who collect a required number of voter signatures that are qualified by the Secretary of State. The initiatives include proposals to lower voter approval requirements for local housing, limit forced labor in state prisons, raise the state minimum wage to $18 per hour, allow local governments to impose rent control, require health providers to use practically all revenue on patient care, and make permanent a tax on managed health care insurance plans. The last proposition on the ballot asks for increased penalties for theft and drug trafficking.
