Three programs aimed at preventing displacement and ultimately homelessness are underway in Newark. The city council approved the programs, introduced as ordinances, during the Jan. 8 council meeting. The ordinances would take effect on May 1.
The Emergency Rental Assistance Program (ERAP) would provide renters with emergency funds when a sudden event prevents them from paying rent. Grant amounts can range from $3,000 to $7,000. Events can include a medical bill or car accident, and money can be spent on rent, a deposit or utility bills.
Residents have to prove that they can pay rent after receiving the financial assistance.
Fair housing organization ECHO (Eden Council for Hope and Opportunity) Housing already provides this service to county residents, but Newark’s program is only available to its residents.
A rent review and mediation program involves rent increases of more than 5%. A landlord would be required to send a notice saying the tenant has the option of a rent mediation at the same time a rent increase notice is delivered. The notice is required to be written in the three most spoken languages in the city. If the property owner doesn’t comply, the rent increase is canceled.
The anti-harassment ordinance would educate property owners about inappropriate actions and behaviors towards renters. A housing counselor would also facilitate the conversation between the tenant and landlord.
