What was once easily verifiable, is difficult now and may be next to impossible in the near future. As society has transformed to digital identities, collection and theft of personal data has also progressed to hijack huge sums from individuals, financial institutions and businesses. In the digital world, if access of personal data is available, it is a short step to access of vital personal and financial resources including our personality… who we are and what makes us unique.
Constant warnings, admonitions and tales of hacks into personal, corporate and government databases, even when heavily protected, are red flags that signal the importance of security measures. Up to now, resistance has relied on human intervention through discovery, analyzing and coding countermeasures. With each succeeding generation of computing power and intelligence, rewards grow, but so do the challenges.
Along comes Artificial Intelligence (AI) that holds both tremendous promise and equally daunting tests of security. As exciting as its possibilities in research, medicine, technology, manufacturing and much more, it also poses a dilemma of control. With the capability of accessing the sum of humanity’s stored information within seconds, it also has the ability to mimic, replicate and replace existing identities… that is you and me!
Facial, voice and data recognition can be digitized to the point of becoming indistinguishable from an original entity. At present, the movie industry is struggling with the problem, but it is an issue for all of us in the near future as well. Will our leadership and support personnel communicate through AI, reasoning it is more efficient and practical than personal response? (How many times have you asked for assistance by phone or online to be answered by a digital assistant?) How will we, as constituents, know if a broadcast is real or a clever substitute? Since board and council meetings are held in public spaces, there is assurance that what is transmitted through electronic means has validity. When, as during Covid restrictions, meetings are restricted without public attendance, advanced technology could alter and mislead viewers.
Who should institute control over AI and should all levels of government, including local, begin to develop a response now?
In the 1956 science fiction film, Forbidden Planet, a spaceship visits a planet, once occupied by a vastly superior race (Krell) that left a supercomputer behind. A marooned scientist (Dr. Morbius) on the planet has discovered some of its secrets but cautions the new arrivals of its immense powers. The film contains a lesson for all of us facing the challenges of AI in the 21st century.
