Presentations and Proclamations:
¥ Present business recognition awards to Bloomer Chocolate Company, JATCO Incorporated, GCM Silicon Valley and Rapid Displays.
¥ Honor Benjamin T. Reyes II for service as City Attorney of Union City and celebrate his appointment to Superior Court Judge in Contra Costa County.
¥ Appoint Kristopher J. Kokotaylo as Interim City Attorney. Administer Oath of Office

Consent:
¥ Authorize filing of applications with the Metropolitan Transportation Commission for allocation of funds for the operation of Union City Transit and Paratransit for fiscal year 2017-18
¥ Declare certain vehicles and equipment as surplus and authorize auction thereof.
¥ Accept resignation of City Attorney Benjamin T. Reyes II.
¥ Adopt resolution authorizing execution of an agreement with the County of Alameda for additional services at the Union City Branch Library during fiscal year 2017-18.
¥ Adopt a resolution authorizing city manager to enter into an agreement with UPRR for material and force account work for BART pedestrian at-grade crossing project.

Item removed from consent:
¥ Add Chapter 5.55 ÒRent ReviewÓ to the Union City Municipal Code.

Public Hearings:
¥ Approve the fiscal year 2017-18 and 2018-19 operating budget of $107,357,969 and the five-year capital improvement plan for fiscal year 2017-18 through 2021-22 ((4 ayes, 1 nay: Ellis on first resolution)
¥ Establish an appropriation limit of $160,039,011 for fiscal year 2017-18.
¥ Approve the 2017-18 Community Development Block Grant Action Plan to the U.S. Department of Housing and Urban Development of Housing and Urban Development and to execute funding agreements with the organizations identified in the 2017-18 CDBG Action Plan.
¥ Declare the results of an assessment ballot proceeding for the Union Landing Property and Business Improvement District and approving certain actions.
¥ Renew the Union Landing Property and Business Improvement district to levy and collect assessments for fiscal year 2017-18 within such district pursuant to the property and business improvement district law of 1994.

City Manager Reports:
¥ Establish annual rates for municipal solid waste, organic waste, recycling and storm water runoff surcharge for 2017-18 and amending the master fee schedule for fiscal year 2017-18 incorporating updated rates.
¥ Authorize the city manager to execute amended and restated franchise agreement between Allied Waste Services of North America, LLC (dba Republic Services of Alameda County) and the City of Union City for solid waste, recyclable materials and organic materials collections services.
¥ Adopt a resolution authorizing the city manager to execute a consulting services agreement with HdL Companies to provide counseling services related to cannabis programs.
