Postpone lease agreement with State of California for 9,573 square feet at Family Resource Center for State Employment Development Department office.
Representatives of Silicon Valley Leadership Group invited city councilmembers to join them as a CEO-led delegation travels to Washington, D.C. March 15-17 and Sacramento April 12-13 to talk with elected representatives about the local economy and job creation. A copy of a "White Paper" on this subject is available at svlg.org.
Approve a "pause" while bond markets become a bit more settled and the direction of State efforts to disestablish Redevelopment Agencies is clarified. Tax Exempt bonds should be a strong market for other Redevelopment projects, but as yet undefined affordable housing project taxable bonds may be too expensive.
Consider a cooperative agreement between the City and Redevelopment Agency to fund Affordable Housing Projects and Programs. The Agency would grant unencumbered funds from its Low and Moderate Income Housing Fund help the City meet its Regional Housing Needs Allocation obligation established by the Association of Bay Area Governments. Staff report indicates that the State Department of Finance views such agreements as invalid in the event of Redevelopment Agency disestablishment.
