Ceremonial Items: Certify election results and recognize the contributions of outgoing Councilmember Wieckowski who will represent the 20th Assembly District in the State Legislature at Sacramento.
Oath of Office administered to incumbents Anu Natarajan and Bill Harrison who were both reelected.
Consent Calendar: Approve summary vacation of public utility easement at Hastings St. and Capitol Ave. Approve appraisal service contract amendment for $50,000 with Hulberg and Associates, Inc. for Warren/Mission Truck/Rail program. Execute an agreement with Alameda Co. Health Services with Family Resource Center to receive $100,000.
Public Comment: Comments on water quality by Wynn Gercich Reminder to council and citizens by Michael McNevin of the Train of Lights between Niles and Sunol, Holiday Home Tour in Niles, Music on the Sidewalks in Niles and a special benefit concert at the Niles Cafˇ on December 9.
Public Finance Authority and City Council: Propose issuance of 2010 Variable Rate Demand Certificates of Participation to finance Police Building retrofit, major maintenance of other city buildings and replacement of approximately 10% of city street lights with LED. Principal amount not-to-exceed $17,500,000.
Other Business: Report on discussions with Cargill Salt regarding transportation issues and their impact on the General Plan Update EIR.
Council Referrals: Discussion and action to fill council vacancy. It was decided to use a similar process of applications and interviews and a weighted vote if necessary to fill Ex-Councilmember Wieckowski's seat. Applications will be accepted until Monday, December 13 at 12 p.m. A special council meeting may be called December 15, 16 or 17 if necessary for interviews. January 3, 2011 may also be designated as a special council meeting for this process, if necessary. Target date to seat a new councilmember is January 4, 2011. Discussion of a proposed interview schedule, if necessary, will be held at the December 14 council meeting.
