Amendment to Patterson Ranch Environmental Impact Report (EIR) Service Agreement. An additional amount not-to-exceed $300,000 is authorized to finish preparation. This amount including staff charges will be the responsibility of the property owner. The revised EIR will include a reduction of living units from 839 to 520 predominantly single-family dwellings; changes to water treatment; elimination of commercial/retail; dedication of land rather than development of a Community Park and elimination of the elementary school site.
Discussion of NUMMI site reuse and revitalization. So far, there has been no official response from Major League Baseball to consideration of a portion of the site for a ballpark. Public meetings will be scheduled for "later this summer." City of Fremont has received a federal grant to proceed study economic opportunities of this 850-acre area. A community preference survey to give and solicit information has been posted on the city website.
City Manager Fred Diaz disclosed to-date expenditures for related development efforts. For Major League Baseball, since June $158,814 has been expended in response to the initial inquiry by MLB. These expenditures "remain well within the city manager purview in accordance with city purchasing regulations." Associated costs of the Economic Development Agency grant are "contained to staff time inherent in a 20 percent match ($83,250). No action required except to receive and file the staff report and provide feedback.
Public and council comment centered on the development of the NUMMI site and whether a major league ballpark is appropriate.
