Comprehensive emergency management plan updated

A written basic plan, Comprehensive Emergency Management Plan (CEMP), addresses all natural and man-made emergencies and disasters to which a city is vulnerable. With recent changes in staff and contracting of fire services, the list of standby officers for the City of Newark was updated.
For safety during a state of war, or a local emergency, the seven members of the Planning Commission will serve as official standby officers for any and all seats on the City Council should all regular Council members be unavailable. The order of appointment will be based on seniority. Temporary officers will serve till the regular members become available. Only one regular member needs to be available to call and hold a meeting in a state of emergency.
If the City Manager is unavailable, the line of succession is as follows: Assistant City Manager, Public Works Director, Recreation and Community Services Director, Community Development Director, Police Chief.
The order of succession for the following Department Heads is:
For the Public Works Director: Senior Civil Engineer, Maintenance Superintendent, Chief Building Official.
For the Recreation and Community Services Director: Senior Recreation Supervisor.
For the Community Development Director: Planning Manager, Senior Planner.
For the Police Chief: Commander 1, Commander 2, Commander 3.
For the Assistant City Manager: Senior Accountant becomes Purchasing Officer.
For the City Clerk: Deputy City Clerk.
For the Human Resources Director: Senior Administrative Analyst, Human Resources Technician.
For the City Attorney: by contract.
