Approve formation guidelines for a Mitigation Monitoring Advisory Committee for the East-West Connector project formerly known as Route 84, Option 2. This committee will include residents of Union City and Fremont appointed by each city's respective City Council. Public comment concerned adequate representation and decision-making by the committee. Assurances were made that this group will monitor and advise each involved government entity of any concerns.
Also approve formation guidelines for a Technical Advisory Committee and a Policy Advisory Committee. Composition of these committees will include representatives of Alameda County Transportation Authority, Caltrans, City of Fremont and City of Union City.
Council listened to a presentation of Draft Use Map and Land Use designations for the Land Use element of the General Plan 2030. Categories discussed included: residential, commercial/mixed use, industrial, open space/public facilities and overlays. Some existing categories have been consolidated, others clarified in more descriptive terminology and still others created to better define land uses. Specific and individual land use requirements will be part of the zoning process. A new study area overlay will be applied to the NUMMI-South Fremont area.
General approval from city councilmembers with concern expressed about a clear definition of parking conditions for mass transit facilities.
