Announcements Councilmember Polanski announced the California Superior Court of Santa Clara County is seeking volunteers to serve on the 2010-11 Civil Grand Jury. Application deadline is Friday, March 5.
Councilmember Giordano announced that DeVries Place Senior Apartments won the 2009 Award For Excellence from the Urban Land Institute.
Consent Calendar Authorized the City to demand a maximum loan payment of $6.2M from the Redevelopment Agency (RDA) in FY 2009-10. The loan payment amount is determined by General Fund balancing needs. It is for eight parcels of land purchased by the RDA in 2004.
Approved several actions for contracting of the Department of Energy (DOE) Federal Grant for HVAC work in the Public Works/Police Department Building. The grant will pay for $660,000 of the estimated $800,000 cost.
Authorized the City Manager to enter into an agreement with the "Regional Renewable Power Purchase Program," a multi-agency cooperative effort led by Santa Clara County. It will allow the City of Milpitas to utilize solar panels for city facilities at a discounted rate.
Approved submittal of an application for Federal Economic Efficiency Earmark Funds, allowing for the retrofit of one or more city buildings to install energy-saving electronic auto-tinting windows. The project supports a local technology company.
Appointed Arthur Ebright, Mel Hinshaw and David Gundstrom to the Milpitas Veterans Commission, to terms expiring February 2013.
Waived the second reading and adopted an ordinance (introduced on February 2) imposing liability (civil and/or criminal penalties and response cost reimbursements) on social hosts who allow or encourage underage abuse of alcohol.
Redevelopment Agency Adopted resolutions regarding the Proposed Thirteenth Amendment for Project Area No. 1 Redevelopment Plan and the Sixth Amendment for the Great Mall Redevelopment Plan, and called for a joint hearing on April 6, 2010. Key provisions include adding 600 acres to the redevelopment territory, increasing the debt limit and extending the repayment time limit by 10 years and reinstating eminent domain over non-residential uses. A Community Information Meeting will be held on March 25. Notifications will be mailed to owners, residents and businesses in the affected areas.
Council Supported "Local Taxpayer, Public Safety and Transportation Protection Act" as proposed by the League of California Cities. The League is working to put a measure, intended to close loopholes that have enabled the state to take or borrow funds from local governments, on the November 2010 statewide ballot.
Received staff progress report and approved the conceptual design for the Alviso Adobe Site Improvements Phase IV, as part of the January 2000 Alviso Adobe Historic Park Master Plan, restoring and replicating the historic site as a 1920s rancho.
Public Forum Frank De Schmidt announced the Milpitas Rotary Club's Rue Bourbon Ball - Mardi Gras Masquerade Ball on Saturday, March 20 and invited Council.
