Proclamation
Proclaimed March as "Art IS Education" month. Ed Keller, VP Hayward Arts Council accepted the proclamation. Art IS Eduction is a program co-sponsored by Hayward Arts Council, Art Association East Bay and Alameda County Arts Commission. The month's events will begin at 2 p.m. on February 28 with a free Hayward Band Festival and Tri-City Visual Arts Exhibit at Chabot College Performing Arts Theater, 25555 Hesperian Blvd, Hayward.

Consent Calendar
Authorized City Manager to execute a technical services agreement with ValueCAD, LLC for computer aided design (CAD) services for the Aqueducts Record Drawing and Mapbooks Update Project in an amount not to exceed $375,000. Damage to utlities, project delays and costs will be reduced with more accurate and improved aqueduct record drawings and sewer mapbooks. Total project cost of $390,000 is included in the FY 2010 Capital Improvement Program budget.

Accepted resignations of Gary Steinberger from Citizens Advisory Commission and Lisa Tyler from the Downtown Business Improvement Area Advisory Board.

Authorized contract with IntelliBridge Partners for services of Ms. Susan Stark as Interim Finance Director at a rate of $114.50 per hour plus minimal travel expenses estimated at no more than $125 per week. Salary savings from vacant positions within Finance Department will fund the contract. Stark was most recently Controller and Director of Budget and Finance at the Santa Clara Valley Transportation Authority and San Mateo County Transit District and previously Finance Director at the cities of Rancho Cucamonga and Rosemead

Public Hearing
Introduction of an ordinance authorizing collection of delinquent garbage bills with property taxes postponed pending discussion with Waste Management and other stakeholders. 5 'yes'votes; 2 'no' votes (May and Quirk).

Legislative Business
Mid-year budget review FY 2010 for the City of Hayward and Hayward Redevelopment Agency.

Adopted Priorities and Policy objectives for calendar year 2010. This excludes the development of regulations that would otherwise facilitate the opening of medical marijuana dispensaries in the city.

Following agreement on Priorities and Policy objectives for CY 2010, no action required on the adoption of an interim Moratorium Ordinance and resolution prohibiting the establishment of medical marijuana dispensaries in the City of Hayward.
