Commendations for Newark Days Committee; Jose and Maria Pereira (50 year wedding anniversary); Ernie Morua (2009 Firefighter of the Year). Proclaim twentieth anniversary of the Newark Senior Center.

Approve a resolution to sell revenue bonds through a joint powers authority to satisfy city cash flow requirements for property tax receivables. Approximately $1.2 million of property tax funds will be owed to the City of Newark from Proposition 1A takeaway. The State of California will pay all associated costs of the bonds.

Public Comment:
During public comment, Mayor Smith heatedly retorted to presentations of anti-Measure L statements made by Dean and Margaret Lewis. He rebutted arguments of extra Federal Stimulus funds and recent city general fund surplus monies. He noted that both speakers had "signed an untruth" in voter literature. The mayor was highly critical of the motives and veracity of many anti-Measure L arguments calling them "an outright lie" and ending his comments with the admonition, "Shame on you."
