Amended Memoranda of Understanding for Hayward Firefighters Local 1909, Hayward Fire Chiefs' Association, Hayward Police Officers' Association and Police Management to implement cost saving measures.
Immediate implementation of a 5% reduction in compensation for the Mayor and Council until June 30, 2010.
Resignations from the Economic Development Committee: William E. Mullins, III to avoid conflicts of personal business interests and Landis L. Graden, for family reasons.

FY2010 Community Development Block Grant (CDBG) allocations and American Recovery and Reinvestment Act of 2009 "CDBG-R" allocations:
Spectrum Community Services' Centralized Kitchen Project to receive $50,000.
ECHO Foreclosure Counselling Program to receive $51,310 to assist low- income homeowners struggling with or facing foreclosure and to complement the City's Neighborhood Stabilization Program activities.
Hayward Day Laborer Center to receive $100,000 to continue to rent space at Eden Youth & Family Center, maintain staffing, help employers (screening, insurance, etc) and create permanent jobs for low-income day workers.
Mural Program to receive $70,000 to install murals on buildings and structures frequently defaced by graffiti vandalism in the downtown and Redevelopment Area.
