Increase most parking fee violations from $56 to $60 to offset the State's $4.50 levy ($1.50 previously) on all fines and penalties under the California Vehicle Code and other codes. The State share funds construction of new court facilities. Fremont has fines of $60, Newark $50 and Hayward's fines range from $28 to $79. Fremont and Newark are considering increases to their parking penalties to help offset the increased "court construction penalty." Hayward increased their penalties in anticipation in late 2008.

Apply for a pre-school license from the State of California to establish an all-day Day Care Program at the Holly Community Center for 18 children, effective from September 2009. Licensed staff has been recruited. $140,000 annual revenue is expected.

Approve classifications of job descriptions for Youth & Family Services Manager, Lead Outreach Worker, Outreach Worker, Case Manager and Youth Employment Coordinator. The positions are in the City's new Youth & Family Services Division within the Leisure Services Department.

City Manager Reports

Status report on budget preparation for fiscal years 2009/10 and 2010/11. No action required by Council. Council asked Staff to present final budget plans before May 26 for consideration. Q3 budget analysis will be heard on April 28.
