Special Work Session:

East-West Connector (Route 84) Project Draft Environmental Impact Report (DEIR) comments. Discussion of impacts, proposed mitigations and comments received regarding construction of the roadway by Alameda County Transportation Authority personnel. Some impacts including traffic, noise, biological, visual and water quality were considered less than significant when mitigated while others - some in the same categories - may be significant but unavoidable. Final EIR expected in April. Acceptance by ACTA and cities of Union City and Fremont will be requested in June.


Regular Council Meeting:

Final Design Agreement for I-880/Mission Blvd. interchange.

Increase local business preference from 2.5% to 5.0% on purchases of personal property over $25,000 with a limit of $10,000 until Dec 31, 2010.

Amendment to voluntary toxic cleanup for Washington Blvd./Paseo Padre Pkwy separation.

Capitol Ave Project status report for Midtown District from staff and TMG Partners.
