Update on Route 238 Corridor Improvement Project Mayor Michael Sweeney - Yes Kevin Dowling - Yes Barbara Halliday - Yes Olden Henson - Absent Anna Laveria May - Yes Bill Quirk - Yes Francisco Zermeno - Yes Public Comment Audrey Lepell, President of Citizens Against Pollution (CAP) and Andy Wilson invited Council members to an open meeting at 6 p.m. on January 21, 2009, in Council Chambers. CAP opposes the construction of the Russell City Energy Center (aka Calpine Energy Center) on the Hayward Shoreline to prevent the emission of carcinogens and other toxic air pollutants. Citizens will put their objections to the Bay Area Quality Management District's (BAAQMD) decision to grant a permit approving the facility. Additionally, Mr Wilson pointed out that San Mateo residents would be the main beneficiaries of the power generated. A resident of Union City urged the Council to abolish the addition of fluoride to drinking water.
