City Issues Notice of Preparation on A's Proposed Ballpark Village

The City of Fremont issued a Notice of Preparation (NOP) Tuesday, November 18 on the Draft Environmental Impact Report for the A's proposed Ballpark Village Project. The NOP is a requirement of the California Environmental Quality Act (CEQA) and is meant to provide the public with notice that a Draft Environmental Impact Report is being prepared on a proposed project.

The NOP includes a project description of the A's proposed Ballpark Village Project along with a conceptual alternative location and project. An evening scoping meeting for the general public is scheduled from 6:30 p.m. to 8 p.m. on Dec. 8. The meeting will be at Fremont City Hall, in the City Council Chambers, 3300 Capitol Ave., Building A.

The public comment period will be open for 30 days, and the public has until 4 p.m. on Dec. 18, 2008 to provide written comment on the scope of a Draft EIR. To receive notices of future public meetings about this project, interested parties may send an e-mail to ballparkvillage@ci.fremont.ca.us and provide the City with either an e-mail address or mailing address.

"The Notice of Preparation and the CEQA process are all part of the City of Fremont's due diligence in reviewing the A's development application. No decisions have been made and the Draft Environmental Impact Report and all alternatives will eventually be reviewed by the public, the Planning Commission, the City Council, as well as by independent, objective advisors to the City," said City Manager Fred Diaz.

The A's are set to provide a project update presentation to the City Council tentatively on Dec. 9, as a work session prior to the regular City Council meeting. The City is committed to evaluating each alternative in an objective manner. Any decisions will be based, in part, on the General Guidelines previously approved by the City Council for this project on May 22, 2007.

On Nov. 8, 2007, the A's submitted an application for a Development Agreement and a Community Specific Plan. The A's have subsequently updated their project description on Nov. 17, 2008. This application allowed the City to begin the CEQA process, including the preparation of an EIRon the proposed project. The cost of preparing the EIR is paid by the A's, with the City of Fremont serving as the lead agency in its preparation. Starting the CEQA process does not guarantee that the project will be approved by the City.
