Union Pacific Railroad Switchover to occur on September 22, 2008
As part of the Grade Separation Project, Union Pacific is scheduled to move its rail operations to the new railroad corridor on September 22, 2008. If there is any change to this date due to weather or unforeseen circumstances, roadway construction signs and the Web site will be updated with the new date.
The railroad switchover marks a major milestone in the Grade Separation Project. In preparation, the project team and Union Pacific have been involved in complex coordination to ensure the switchover causes minimal disruption to motorists and the surrounding community.
The new corridor includes approximately one and a half miles of new tracks located several hundred feet east of the existing tracks in the area between Paseo Padre Parkway and Washington Boulevard. The new tracks tie into the existing tracks near Lake Elizabeth to the north and near the equivalent of Haven Street to the south.
The railroad switchover will change the location of the railroad crossings at both the Paseo Padre Parkway and Washington Boulevard detour roads. When the switchover takes place, the new railroad crossings will be located approximately 200 feet east of the existing crossings. Once the new crossings have been in place and operating satisfactorily for at least 30 days, the old crossings will be removed. Throughout this phase of the project, drivers should remain vigilant of traffic flow along Paseo Padre Parkway and Washington Boulevard, near the railroad crossings, and around construction crews.
The railroad crossings for the detour roads will be in place until the new Washington Boulevard Overpass and Paseo Padre Parkway Underpass are completed. Once traffic is moved onto the new grade-separated roadways in early and mid-2009 at Washington Boulevard and Paseo Padre Parkway respectively, the railroad crossings will no longer be needed and will be removed.
Staging for the railroad switchover will occur on Monday, September 22, 2008 between 8:00 a.m. and 5:00 p.m. The actual switchover to the new railroad crossing is expected to occur at approximately 12:00 p.m. If weather or unforeseen circumstances require the team to change the construction date, roadway construction signs and the Web site will be updated with the new information.
In order to minimize traffic impacts on the day of the switchover, the contractor will paint and stripe the new railroad crossing pavement markings ahead of the switchover date. The night after the switchover occurs, the contractor will remove the existing pavement markings and close the old crossing by installing K-rail (white concrete barriers). Construction signs will be posted to direct traffic through the area. Informational message signs will be in place on Washington Boulevard informing the public of the change in railroad crossing location.
