City Council Meeting for January 24, 2006

by Jeremy Inman

The meeting began with a proclamation by the City Council expressing appreciation to Congressman Pete Stark for obtaining $3.553 million from the 2005 Federal Transportation Act for Union City's Intermodal Station Project over the next four fiscal years. The funds will be used to complete Phase 1 of the project, including modifications to the BART station to accommodate the new rail station and the addition of a new 16-bus bay transit facility at the BART station.

A proclamation was made supporting the 2006 New Tang Dynasty TV (NTDTV) Chinese New Year Global Gala, a celebration spanning 17 major cities all over the world in order to generate understanding of Chinese culture and a celebration of the heritage.

The consent calendar (items within may be passed collectively by a single vote) included a resolution authorizing the release of the Request for Proposal to provide construction management and inspection services for improvements on Mission Boulevard between Tamarack Drive and Decoto Road, a resolution approving the expenditure of $150,000 for defibrillators and a budget increase of $29,000 from the emergency medical services fund balance to purchase Automatic External Defibrillators for use in public City facilities.

A resolution was passed accepting the 2005 State of California Supplemental Law Enforcement Services Funding grant for $101,990 for the Union City Police Department; $10,000 of which will be used to purchase new digital video recorders for department use, with the remaining $91,990 to fund overtime for special projects.

A zoning text amendment amending sign regulations of the municipal code to add clarifying language in order to expand certain categories and to modify criteria for selected sign types was continued for an upcoming cancel meeting. Mayor Green urged the Planning Commission to "focus" and work through the issue by the end of their next meeting. The amendment is in response to a number of unregulated "for lease" signs in Union City,.

Two contracts for professional design services were awarded to ROMA Design Group for work on the continued development of the Union City Intermodal station.
